Fixed a bug when importing subscribers from Atlassian without per-component subscriptions.
A new customer has helped us find a bug in our Atasslian import tool that prevented subscribers from being imported if they did not have per-component subscriptions enabled.
We have added extra tests to reproduce this particular issue and then released a patch, so it is no longer a problem.
